岩手県紫波町は、平成１９年４月、「公民連携の推進に関する学校法人東洋大学と紫波町との協定」を締結しました。
紫波町は、この協定により、平成１９年度を「公民連携元年」と位置づけ、課題となっていた日詰西地区開発（以下「紫波中央駅前公共公益用地」）について、学校法人東洋大学に可能性調査を依頼しました。
学校法人東洋大学からは、「人、素材、文化、資金が”循環”するまち、紫波」を基本理念とした紫波の将来構想とＰＰＰによる紫波中央駅前公共公益用地の戦略プランが示されました。
町は、市民団体、商工団体、農業団体、町内企業の代表などによる「紫波町ＰＰＰ推進協議会」を立ち上げ、公民連携による公共施設整備と町有地活用による経済開発について議論を行い、その結果を町に提言しました。
町ではこの提言を受けて、平成２０年６月に公民連携基本計画（案）をまとめ、町民との意見交換会、パブリックコメントなどを経て平成２１年２月１０日に紫波町公民連携基本計画を策定しました。平成２１年３月には議会の議決を得て、平成２１年４月から事業に着手しました。
The Town of Shiwa, Iwate Prefecture, and Toyo University entered into an agreement to promote public-private partnerships in April, 2007.
Based on the agreement Shiwa asked the university to conduct a feasibility study on the development of the Hizume Nishi area (a public-use land close to Shiwa Chuo Station). The development of this land has been an important issue in Shiwa, and 2007 was called “the First Year of the Public-Private Partnership.”
Toyo University presented a concept for the future of Shiwa as well as a strategic plan for the development of the public-use property through PPP based on the idea that Shiwa is “a place where people, materials, cultures, and funds are circulated.”
In response to the study, the town established the Shiwa PPP Council. Its members are representatives from different groups including civic groups, the Chamber of Commerce, agricultural groups, and major businesses in Shiwa. After having discussed a variety of issues in reference to the study in order to develop a PPP master plan, the Council presented its recommendations to the town.
With the recommendations, Shiwa drafted the Shiwa PPP Master Plan in June, 2008. After conducting a series of meetings with citizens and the public comment, the town finalized the Master Plan on February 10, 2009. The Assembly of Shiwa approved the Master Plan in March, 2009. Shiwa has launched the project in April.
